The Certificate of Eligibility (COE), Explained
What the Certificate of Eligibility is, why it makes a Japan visa far easier to get, and the step-by-step flow from application to landing in Japan.
The Certificate of Eligibility (在留資格認定証明書, or COE) is the document that makes a Japanese work visa straightforward. It is pre-approval: immigration confirms before you travel that you qualify.
With a COE in hand, the embassy visa step is usually a formality processed in a few business days. Without one, the embassy has to assess everything from scratch — slower and far less certain.
How the flow works
- Employer files the COE — Your sponsor submits your documents to the regional immigration bureau in Japan.
- Immigration reviews — They confirm your qualifications, the role, and the company. This takes one to three months.
- COE is sent to you — Once approved, the original (or a digital copy) is sent to you overseas.
- Apply at the embassy — Take the COE, passport, and forms to a Japanese embassy or consulate for the visa stamp.
- Enter Japan — On arrival, your residence card is issued at the airport. You're now a resident.
Why it's worth the wait
The COE front-loads the hard part. Once it is approved, the rest — embassy visa, airport landing, residence card — moves quickly and predictably.
Common questions
Who applies for the COE?+
Your employer (or another sponsor in Japan) files it on your behalf at the regional immigration bureau. You cannot file it yourself from overseas.
How long does it take?+
Typically one to three months, depending on the bureau and season. Spring is busiest because of the hiring cycle.
Is the COE the visa?+
No. The COE proves you meet the requirements. You still take it to a Japanese embassy or consulate to get the actual visa stamped in your passport.
