What changes

Training Employment vs Specified Skilled Worker
Both systems are part of Japan's answer to serious labour shortages, but they are not the same.
Training Employment is for workers who are not expected to already have the specialised skill level when they enter. It is a training-and-work route, with the basic model of three years of work leading toward the skill and Japanese level needed for Specified Skilled Worker i.
Specified Skilled Worker is for people who already have a certain level of specialised skill or knowledge and can work as more immediate labour. Specified Skilled Worker i generally has a five-year stay limit, while Specified Skilled Worker ii has no upper limit on the period of stay.
The goal at the end
The target of Training Employment is not just "finish three years." The system is designed so workers can move on to Specified Skilled Worker i.
To reach that level, the official target includes:
- passing a skills test such as Skill Test Grade 3 or a Specified Skilled Worker i evaluation test
- passing a Japanese-language test equivalent to A2 under the Japanese language education reference framework
Some fields may require Japanese ability above A2, depending on the field rules.
The catches for workers
This is more open than the old intern system, but it is not a free labour-market visa.
You should expect limits:
- You cannot simply move across unrelated sectors. For example, working across both agriculture and fisheries as separate fields is not allowed under the basic rule because the system requires consistent skill development.
- The work must fit the approved field and job category.
- At least one-third of total working time must be spent on required work needed to acquire the main skill.
- If a field reaches its intake cap, new entry or plan certification can be paused.
If you fail the skill or Japanese test needed to move to Specified Skilled Worker i after the three-year period, Japan plans to allow continued stay for up to one year in certain cases.
Intake caps are real
Training Employment and Specified Skilled Worker both use field-by-field expected intake numbers, treated as upper limits.
The combined total through the end of fiscal 2028 is about 1.23 million: 805,700 for Specified Skilled Worker i and 426,200 for Training Employment. This is not an additional number on top of everyone already in Japan; it is the total of the field-by-field upper-limit estimates.
If a field is expected to exceed its cap, new Certificate of Eligibility issuance for Specified Skilled Worker i or Training Employment Plan certification can be temporarily stopped. Even if an employment contract already exists, new entry may not be possible in that field.
Extensions of period of stay are treated differently because they do not increase the number of residents, so they are generally reviewed as usual.
What employers should do now
If you are an employer, the biggest mistake is waiting until 2027 and assuming this is just a renamed Technical Intern Training system.
You should check:
- whether your sector and job category are covered
- whether you need a supervising support organisation
- whether your training plan can meet the one-third main-skill work rule
- whether your intake numbers and field caps create timing risk

Third, ask hard questions before signing with recruiters or sending-side organisations. Japan is building rules to prevent excessive fees, including a cap tied to monthly salary for fees paid by workers to sending organisations. If costs are unclear, that is a red flag.
Bottom line
