J-Skip Requirements Guide: Japan's Special HSP

This J-Skip requirements guide explains the fixed income, education, and experience thresholds for Japan’s special Highly Skilled Professional route. You do not calculate points: eligibility depends on fitting one of three activity categories and meeting its prescribed credentials and annual-income test.
Often described as the Japan special highly skilled professional visa, J-Skip is technically a special route to Highly Skilled Professional residence status. It also offers priority processing, a potential one-year path to permanent residence, spouse work rights, and conditional benefits for parents and domestic helpers.
What is J-Skip?
J-Skip is the 特別高度人材制度 (tokubetsu kōdo jinzai seido), or Special Highly Skilled Personnel System. It grants the residence status 高度専門職1号 (kōdo senmonshoku ichi-gō; Highly Skilled Professional No. 1) to qualifying applicants through fixed education or experience and income requirements separate from the standard points system.
It is therefore not a general visa for anyone with a high salary. Your intended work in Japan must first fall within an eligible academic-research, specialized or technical, or business-management activity.
J-Skip income, education, and experience requirements
The 特別高度人材制度 要件 are determined by your activity category. Academic-research and specialized or technical applicants can qualify through either education or relevant professional experience, while business managers must satisfy a management-experience test.

These degree, experience, and annual-income thresholds replace the points calculation entirely. For the first two categories, the income requirement applies whichever qualification route—degree or experience—you use.
Annual income means the expected annual remuneration for the Highly Skilled Professional activity you will perform in Japan. The Immigration Services Agency explains that this may include remuneration from the contracting organization and an overseas organization to which you belong; it is not simply your historical income before the application.
Confirm that the remuneration shown in your contract and supporting documents reaches the applicable threshold. A high previous salary does not replace evidence of the expected income attached to your proposed activity in Japan.
The three J-Skip activity categories
Academic research
高度学術研究活動 (kōdo gakujutsu kenkyū katsudō) covers research, research guidance, or education performed under a contract with a public or private organization in Japan. University professors and researchers are official examples.
Specialized or technical work
高度専門・技術活動 (kōdo senmon gijutsu katsudō) covers contracted work requiring knowledge or skills in the natural sciences or humanities. The official examples include people developing new products for companies and international lawyers.
Business management
高度経営・管理活動 (kōdo keiei kanri katsudō) covers operating a business or working in business management at a public or private organization in Japan. Executives managing companies with global operations are given as an example.
Your job title alone does not decide the category. Match the actual proposed duties to the official activity description before checking the corresponding threshold.
J-Skip vs. the standard HSP points system
The practical difference is how you establish eligibility. Under J-Skip, no points calculation is required; you prove one prescribed combination of activity, education or relevant experience, and annual income.
The standard Highly Skilled Professional route remains separate and uses the points system. J-Skip is most relevant when your credentials and remuneration directly meet its higher fixed thresholds, while the standard route may remain relevant to applicants qualifying through a combination of point-scoring factors.
J-Skip does not eliminate the need to prove that the underlying work is an eligible Highly Skilled Professional activity. You must still submit the documents normally required for the activity, together with evidence that you satisfy the special J-Skip criteria.
Benefits, permanent residence, and family rights
A person recognized under J-Skip receives the expanded benefits attached to special Highly Skilled Professional status. For Highly Skilled Professional No. 1, the official benefits include a five-year period of stay, permission for multiple qualifying activities, relaxed permanent-residence requirements, priority immigration processing, and access to priority lanes at major airports.
J-Skip also reduces the residence period required for permanent residence to one year.
After conducting qualifying J-Skip activities under Highly Skilled Professional No. 1 for at least one year, a holder may apply to move to 高度専門職2号 (kōdo senmonshoku ni-gō; Highly Skilled Professional No. 2). That status has an indefinite period of stay and permits almost all employment-status activities alongside the original HSP activities, subject to the official HSP No. 2 requirements.
Family-related benefits include:
- Employment rights for the J-Skip holder’s spouse
- Accompaniment by parents under specified conditions
- Employment of a domestic helper under specified conditions
These benefits are not automatic extensions of the principal applicant’s status. The Immigration Services Agency provides separate residence-application procedures for a working spouse, accompanying parents, and a domestic helper.
How to apply: J-Skip document checklist
1. Identify the correct activity
First decide whether the proposed work is academic research, specialized or technical work, or business management. The category determines the J-Skip threshold you must prove, while the application form depends on the underlying activity within that category. For example, academic-research applicants use Form I for Professor activities, Form N for Research activities, or the form applicable to another underlying residence-status activity.
2. Choose the correct application route
If applying from outside Japan, apply for a Certificate of Eligibility for the relevant Highly Skilled Professional No. 1 category and request recognition as special highly skilled personnel. The receiving organization or another authorized person may submit the application, and the Certificate of Eligibility is required for the subsequent visa application.
If already living in Japan under another residence status, submit an application for change of status of residence. A current HSP No. 1 holder who changes activities—including changing the affiliated organization—must also apply for a status change.
3. Prepare the supporting evidence
The core checklist includes:
- The application form corresponding to the proposed activity
- A photograph and the other identity or return-delivery documents required for the application type
- Documents normally required for the underlying professional activity
- Graduation and degree certificates when relying on education
- Certificates from previous organizations showing the period and content of relevant work when relying on experience
- Documents proving the expected annual remuneration for the proposed activity in Japan
Certificates issued in Japan must have been issued within the preceding three months. Immigration may also request additional materials during its examination.
4. Clearly request J-Skip recognition
Do not submit only an ordinary HSP application and assume that special recognition will be inferred. Present the evidence for the relevant J-Skip category and expressly request recognition as special highly skilled personnel.
A successful applicant receives a special highly skilled personnel certificate attached to the passport or other travel document. This certificate records recognition for the expanded J-Skip benefits.
5. Follow the current online instructions
The Immigration Services Agency’s January 2026 system update introduced support for J-Skip online applications. Although points are unnecessary, the online system may still display fields associated with an HSP points-calculation screen, so applicants should follow the agency’s J-Skip-specific online entry instructions.
Applicants using the “foreign national本人” user category must attach the relevant organization-prepared portion of the paper application because the online fields alone do not contain every required item.
